Infrastructure Development Plan for Stilbaai

Infrastructure Development Plan for Stilbaai

To support Stilbaai’s sustainable growth and ensure the town’s infrastructure aligns with its increasing demand for housing, tourism, and socio-economic activities, the following measures are proposed:

1. Transportation Development

Airport Facilities

  • Expand airport infrastructure to accommodate public and private aviation needs.
  • Develop ancillary facilities such as pilot training centers, parking, and related amenities.

Public Transport Hubs

  • Provide ablution facilities and services at public transit points.
  • Establish public parking areas near tourist hubs and transport nodes, with capacity for peak seasonal demands.

Traffic and Road Management

  • Implement seasonal road closures in residential areas, granting resident-only access while redirecting visitors to designated parking zones.
  • Upgrade key intersections with traffic circles to optimize flow and safety.

Active Mobility Infrastructure

  • Construct sidewalks along major pedestrian routes to encourage walking and cycling.
  • Widen roads in activity-rich streets like Uitsig Street to increase parking and pedestrian space.

2. Coastal Route Upgrading

  • Upgrade the 56 km gravel road between Gouritsmond and Stilbaai to a paved surface, enhancing regional connectivity and accessibility for tourists and residents.

3. Safety and Accessibility Enhancements

  • Install speed bumps in high-risk residential areas and near schools to reduce accidents.
  • Upgrade the Goukou River Bridge to a double-lane structure to improve traffic flow and accommodate future growth.

4. Digital Connectivity

  • Install Wi-Fi towers in strategic public locations to provide reliable internet access for residents and visitors, bolstering tourism and local business.

5. Wastewater Infrastructure

  • Relocate the wastewater treatment works to a more suitable area with capacity for projected sewer demands through 2040.
  • Factor in the anticipated growth in housing developments and commercial activities.

6. Housing and Land Use Dynamics

Population and Housing Needs

  • Address housing demand driven by semigration and increasing permanent residency.
  • Plan for approximately 3,000 households by 2040, significantly exceeding historical trends of 600 households.

Bulk and Link Services

  • Expedite infrastructure provisioning to unlock the development potential of approved township applications.

Mixed-Use Development Demand

  • Prioritize applications for mixed-use development, particularly around the central business district (CBD), to reflect the town’s transition into a sustainable urban hub.

Strategic Growth Considerations

  1. Align with SPLUMA and SDF Principles:

    • Evaluate land use changes based on service availability and socio-economic benefits.
  2. Balance Development with Sustainability:

    • Ensure the integration of housing, infrastructure, and economic activities aligns with sustainable town planning.
  3. Incorporate Stakeholder Engagement:

    • Maintain open dialogue with residents and businesses to address concerns and align development priorities.

By prioritizing infrastructure upgrades, strategic land use, and active community involvement, Stilbaai can sustainably meet its evolving needs while retaining its unique coastal charm.
